The UK Intellectual Property Office (IPO) has launched a consultation seeking views on proposed changes to the UK designs framework. This is an important opportunity for you to have your say on how designs are protected in the UK.

Leah Jobling-Purser, UK IPO

Leah has recently been appointed Head of Designs policy to lead the IPO’s major review of the UK design system. Her team develops policy, provides expert advice, and protects the UK’s designs interests internationally. 

Leah joined the IPO in 2015 as a patent examiner, putting her science background to use in the industrial chemistry group. From 2019, Leah spent 2 years working on trade mark policy and geographical indications during Brexit. Leah then moved in 2021 to the IPO’s Legal team where she provided advice on trade mark law to operational and policy teams, as well as external stakeholders. During her time in the Legal team, Leah also led the IPO’s operational practice on address for service, working closely with stakeholders.

Jeff Lloyd, UK IPO

Jeff has worked in the IPO since 2019, firstly working on International and Trade Policy, and then in his current role as Deputy Director for Trade Marks and Designs Policy which he took up in July 2021.  

Jeff leads teams who develop policy and legislation to deliver improvements to the trade marks and designs frameworks. The team also provide expert advice to Ministers, other teams across the IPO and external stakeholders on policy and legal development.  

Jeff is a career civil servant who, prior to joining the IPO, worked in HM Courts and Tribunal Service, and in the Wales Office.
